try to call 1.855.4PUBLIC, then enter 1 for English and then enter your phone number, it works just like *611
Also, you tried to login to My Account? You can load voucher there as well
If you forgot the password, try to self reset it there using the Reset Password link
if it does not work, open ticket with PM support and they can help to reset the My Account password
