Voicemail does not come on after the phone rings 4 times, only comes on when the phone is turned off.

@Lornesky dial ##21# then ##004# to reset your call forwarding and then try calling your voicemail

I changed it to 30 but it still does not go to voicemail.

@Lornesky : your dialer app should have the call forwarding options. Set them to the same number. It's the number that ends in 4001.

If you check out this thread, it's a function of time rather than rings. Have you tried letting it go for 30s which seems to be the maximum time?
