I have a $15 plan.. The only vouches I can buy are in the $20 range. So I have a balance on my phone of $17. Am I able to use that to pay for my plan next month??

During your next renewal...PM will take the $$ from Available Funds. If you have $17 there right now...no need to get another payment voucher until future renewal.
HINT: if you have a valid credit card, you can add it to your account and enable Autopay...then you'll only be paying $13 for your $15 plan due to Autopay Reward. You can still pay with voucher ahead of renewal if you want...then the credit card isn't touched unless there's not enough $$ in Available Funds to cover renewal.
