I am on a Koodo account now but I was trying to port my public mobile number over at the kiosk, however I am not able to without making a payment to public to reactivate my account... how can i do this without having to make an additional payment for a plan I'm no longer using?

A number can only be ported out from an account that is active. You may have to activate the cheapest PM plan (30 day texting for $20), or else see if the moderators can temporarily reactivate your account for you just for porting. Either way, you'll need the moderators to help.
