I bought a PM plan and ordered a SIM card at the same time.
Then I bought a phone that only uses an sim. Now I want to change that activation process but I am stuck in an endless loop.
If I go to My Account it just continues to try to get me to activate the phone with the SIM card I haven't recd yet. there is no option to buy an esim
what do I do?

You will be charge on the day you activate your SIM when it arrives.
You must want to check if your phone is eSIM compatible. If it is not then you are wasting time and money.
Also, activating can only be done on the PM app and not on the computer.
What is the make and model of your phone so we can check to see if it is eSIM compatible?

you meant you want to change to eSIM. Usually you have to complete the physical sim activation, then change to eSIM.
But check if with PM agent and maybe they can help with eSIM now
