I am trying to transfer my existing number from a pixel 6 pro phone using e-sim from Koodo. I used the public mobile app and entered my IMEI but after spinning for a while, it is stuck on SUBSCRIPTION NOT ACTIVATED contact support screen.

I havent' read about any specifc issue about porting from Koodo, but using IMEI is potentially an issue regardless of which crarrier the nubmer is being ported from. Whenver possible, the account number should be used instead of IMEI.

Same here, phone number port failed and coming from Koodo...used IMEI as well...Contacted support and awaiting response.
I wonder if it is an issue specific to Koodo?
