Transferring a prepaid cell number

I switched to PM from a virgin mobile prepaid just over 24 hours ago and I can make calls, but not receive them. And no texting in or out. I had to put my sim card from virgin back in so that I receive texts and calls but my prepaid plan is set to expire tonight.  And I have tried restarting my phone multiple times

Welcome, It appears you have a stuck port.

Contact the mods and give a good explanation. In the mean time keep using you other sim until it doesn't work anymore.
