Can I transfer my current phone line with a new number to a family member and keep my current phone number for myself?

so what is big deal you do that, you line in here, and just activated other new line to your family member.

Officially no. Unofficially maybe. If you get a CSA willing to do it then you would need to activate a SIM card with a temporary phone number and contact the CSA. (Best to have a SIM card ready before you even ask so if they agree you can hop to it.) The CSA in theory can move your phone number to the new account and assign a new number to the old account. All in theory of course....YMMV.

Essentially, no @uk, public mobile does not allow it currently. You cannot move a current public mobile number/account to another public mobile account.
If you want to port out your public mobile number to another provider then port it back in. You can do that...but I suppose that defeats the purpose of what you are trying to do.
