Today I received a call from this number.....

He is a student here in BC from Mexico.  The number he called from was 1526441100xxx.

Would that be a Sonoro, Mexico number or from some type of an App using Data? If an App..what one would it be?

Many apps can give you local numbers around the world

I had free german australian uk and croatian through voxeo.com, german needed the physical address thought, a relative of mine provided that.

I believe dingtone offers numbers around the globe they are not free though

I also believe calls to some Mexican numbers are free with TextNow

Public Mobile's call display doesn't always work properly. I get calls from someone I know and the number sometimes doesn't show properly.   For me, Public Mobile/my phone shows 1 instaed of + or 011 in error, but it doesn't happen often.  This looks to be the same as your situation.
