is this network relable? not even able to set up with out an error in first 10 seconds.

Did it use the word "call"? If you're coming from Koodo pre-paid then yes you'll need to contact the moderators here via private message. There's no phone support here. Non-account support is all here in the forum and account-specific (read: where the money is involved) support is done by private message using the envelope icon in the upper right of your screen.
Oh...account *and* internal technical problems that can't be "fixed" by the community.

Are you trying to create the self-serve account or are you trying to do initial activation or are you trying to port over from another service?
Start here with your new SIM.
