Try Fongo or WhatsApp (if all parties have WhatsApp) when connected to wifi to make calls and texting.

Probably because Cuba isn’t within Canada, the USA or Mexico

@Masha144  sorry, Public Mobile is not available in Cuba. You will only be able to connect via Wi-Fi.
