This cannot be done. Once the SIM card has been used, a deactivated SIM card is trash.  Public Mobile also will not move phone numbers form one account to another if that's what you're asking for and are trying to port your phone number out but want to keep the account for its rewards.

An activated SIM card will be associated to a specific account and number  for ever (as long as you have not changed it). You can put that SIM in any compatible and unlocked phone. 

If you want a new SIM for your account then buy a SIM and register it. BUT that makes the original SIM useless and never be used again. 

If you cancel your account....the SIM once again become useless.

If you mean move to a different cell provider...just don't pay for the next PM plan renewal. After 90 days in suspension, your PM account will close for good.You won't be billed later for anything.

Make sure to remove any credit card info from your file, if you've provided it in the past.

You'd need to get a new sim from your new cell provider and start an account with them.

Do you have two accounts?

You want to deactivate one account? Like complexly close it?

No need to deactivate. You can use the same SIM card. You can ask the moderators to change your account username. You can change your number yourself  in self service every 30 days.
