check Change Subscription on your My Account or PM app. If you see it there, then you can switch to it
but you can't switch to it if it is not there. PM plan offered is targeted based on your profile. Unfortunately, you don't have access to all existing plans
for exiting subscribers, you can only change to plans you see on your My Account's Change Subscription page. If the $29 plan is there, then yes, you can schedule a change using Change on Renewal, if it is not there, then sorry, you can't
