I have 46 dollars in available funds but can't get a plan on my phone. I have been trying for 2 days now.

how much is your plan? And is your account currently suspended?

If your plan is currenlty active still, there is nothing you need to do to "apply it to" your plan renewal.  When it comes to renewal time, PM will handle this

If it is suspended, is there a button Pay Now and Resume service? click on it.  If you have tried and unable to do so, please try login again on a browser with Incognito mode

@Brook3 Is your service working? If it is you don't need to do anything. When renewal time comes, they will take from "available funds" and then go to CC if required and set up. If your service doesn't work, go into your account abd look for a button that says "Pay now and resume services" or "Subscribe Now", click that. If you can't find it send a message to customer service.

You should receive a reply within 48 hours though they are typically much faster. Keep an eye on the envelope icon for replies.
