Just yesterday I got a plan for my wife for $36 for 60GB for Canada/USA/Mexico. Today it is $40 for 1/3 the data. Is the previous plan still available?

The 60Gb plan is now $40, not as good as your wife's $36 , but still a decent one

You need to login to her account then under Subscription>Manage Subscription>Change Subscription. There will be a list of plans she is eligible to change to. Plans varies for all members.
If it is not listed then it is not available for her.

sorry, if the plan is gone, it is gone. if you can wait, wait a bit and maybe they have some back to school plans
