The above isn't correct.  Public Mobile no longer gets new customers to choose an account PIN, but even for those who have chosen an account PIN, the account PIN does not get assigned to the SIM card.  Public Mobile has no way of changing the PIN number for a SIM card.  The account SIM card and account SIM card aren't related to each other in any way.   Unless the customer (or somebody else) has manually changed the SIM card's PIN, that PIN is always 1234 for all Public Mobile SIM cards.  Updating the account PIN won't change the SIM card PIN.

It is a PIN that YOU set to lock you SIM to prevent others using.

It allows you to lock your SIM card with a PIN (personal identification number) so an identification code is required to make phone calls and use mobile data.

It could be locked to another provider.

Did you possibly purchase the phone from another mobile service provider, or buy it privately from an untrusted seller?
