@Nancy70  If the phone is as @ShawnC13  & @ChuckYeah  suspect, i.e. a used phone, and it's locked to the previous carrier, all Canadian cell providers are mandated to provide unlock codes for their phones.

I've called Rogers to get unlock codes for a few phones, and all you need is the IMEI, and they'll provide the unlock code. The phone I'm currently using is a used phone I bought from someone that used to have a Koodo account. They didn't get the phone unlocked before selling it to me, so I called Koodo, and they had no problem providing the unlock for this one. Having said that, I have read, on some forums, that Bell can sometimes be kind of "difficult" to get unlock codes from, BUT they ARE required to provide the unlock codes, so if your phone happens to be locked, and the original provider is being difficult, don't take "no" for an answer.

Find out who the old carrier is and call them. They'll unlock it for free. Sometimes it has been said that it's the account owner who can unlock the phone and noone else. But I have had success with many without ever discussing who I am and who was the original owner.

However, if you know the original owner of the phone, they can unlock it in all cases.

What kind of phone?

I found a locked iPhone I eventually determined the carrier and asked them to unlock it. They didn't care who I was, they just wanted the IMEI. However, the provider told me they wouldn't unlock it because the phone still had a balance owing.

Ok, did you buy this phone second hand?  It is asking for Network unlock and not a PUK?  Sounds like you may have a phone that is locked to another carrier
