I made a payment using a 40 dollar voucher put it on my account with 3 dollar credit left after subscription. How is it I'm being punished for no reason and if I'm not allowed to have service at what point is it theft by public mobile

looking like there is a problem with your service. When was the last time you were able to use PM service? Did you by any chance reverse a payment with Public Mobile or Telus?
I think you need to have PM to check what is going on with the account. Since you cannot properly login, you won't be able to open the preferred Chatbot ticket. So, you will need to message them here:

Even when I use a computer to log in it says unauthorized error xxxx my phone can't make calls or anything and when I dial 611 it says process cannot be requested

you login middle of the night and the site was in maintenance. You should now be able to login

Try rebooting your phone by powering off then back on.
If that didn’t work then reset the Network Setting on your phone.
