I recently transferred my phone number to Public Mobile. Everything works fine, except can't send or receive SMS or MMS messages to or from other phones with different providers, except Public Mobile.

It could be a provisional/backend issue with the SIM.
Private message a CS_Agent to have the SIM reset at:

Staff hours are from 9:00am to 10:00pm EST so pm them now.

I replied yes to the text and turned off and on several times and still can't get or send messages to anybody who is with other providers

During the porting your number over to PM, did you reply to the text with YES confirming you are porting your number over to PM with the old SIM in your phone?
You have 90 minutes to reply or porting will be cancelled or in limbo.
If you replied to the text, reboot your phone by powering off then back on.
