Hi. Why does wallmart not want to sell SIM cards unless they hook the phone up for you? My friend got a SIM card in the mail and he hooked his phone up no problem. Why is wallmart like this?

That's just never going to happen. Even stores that claim that sales people are not commission-based often have bonuses assosicated to sales performance, and if an employee doesn't meet the quota, that person can lose his or her job.
As for Public Mobile forcing all these locations to sell outright, I would say that's going to have limited sucess. Public Mobile is probably so small and insignificant (in the grand scheme of things) for the dealers to care all that much. And even if an attempt is made to enforce Public Mobile policy, these stores could just choose to stop selling the Public Mobile sim cards.
Also, we can't assume it's just the salespeople causing this. I would not be surprised one bit the refusing to sell unless activated (forcing sales commissions and bonuses) may even be trained by some management and the practice even encouraged.
PM as a stand alone may be insignificant but when you consider it belongs to Telus, then the importance of carrying a companies full line of products takes on a whole different level of requirement to practise proper sales tactics....in my opinion!

@Kh69, one strategy for purchasing a SIM card no activation at Walmart may be to tell them you're trying to replace a broken card on an existing account. Hopefully the agent won't be heartless and tell you to go somewhere else. Otherwise, it seems like Public Mobile has no appetite to take any enforcement action against these non conforming stores.

I believe they get a better commission if they activate it. They shouldn't be saying that and if you want, message the MODS with the name and location of the Walmart.

The employee in store gets paid a commission when you activate with him
The employee does not get paid when you purchase SIM and activate at home.
There have been reports of people putting pressure on the sales person at Walmart and they eventually relent and sell the Public Mobile SIM card.
I don't know if it works in all cases though.
