I purchased a iphone XS Max, it was unlocked with Rogers and when I put my sim card in the phone it does not work it just comes up black service - doesnt say the sim is not supported. When I put my public sim card in any phones it works. I changed SIM card and it still doing the same thing - i've restarted the device and its still not working.. any suggestions??

put old sim in and see if phone still works to see if the new sim is bad

Is the phone unlocked with any carrier ?
Sounds like it might be unlocked with Roger's only. Call rogers to confirm.
If it is unlocked, try troubleshooting the phone.
-reset from factory settings

We tried a rogers sim and a freedom sim and they both worked and when we put the sim card in other devices public mobile appears

@jdunn730 try running your iPhone Xs Max iTunes
1. Insert new working SIM - do not turn phone on (if SIM is already in, turn off)
2. Connect to computer with USB cable.
3. Start iTunes if it doesn't auto run
4. iPhone will switch on. Wait until iTunes registers it and checks for updates
5. Install the carrier profile update (if offered, if not, go to step 6)
6. Disconnect and restart. From @luddite.
If it fails try to reset your network and restart if it doesnt automatically do so.

From the troubleshooting you have done (sim works in other phones) sounds like a hardware issue. What happens if you put a rogers sim or bell sim in the iPhone?
Try a factory reset in the iPhone?
What happens when. You start the iPhone w/o a sim?
Edit blank service? Maybe try a manual network search?

@jdunn730 did you purchase it from Rogers directly? the phone you purchased may have been blacklisted
