Because of an error with my credit card, my auto-renewal did not go through. And now it won't accept my payemnt. Credit Card company says everything is good on theor end and that payment attempts are not going through, but Public Mobile says that the payemnt cannot be made and to contact the cc company.
So what I do? I am not stuck with an inactive phone and I can't contact anyone directly.

Try replacing your credit card if you have another one.
If not, Send a private message to one of the mod and they will get back to you tomorrow morning.
