Hello, I submiited a request to switch my phone number to another carrier on December 18th, but it wasn't completed until today, December 21st. A payment was taken out of my account on December 19th. How can I ask for a refund?

Since Public mobile is prepaid, there generally is no refunds. Some previous PM customers were able to get the new carrier to credit some of the cost of your old PM plan. You can try to PM contact customer service agent, but it is unlikely that they will refund you.
In general, most community members would recommend trying to port a few days before your payment date just in case something goes wrong.

PM would not provide refund for porting out that did not complete in time.
You can of course try to discuss with them, but unless you can prove that it is their fault, I highly doubt they will issue the refund.
