Refund for an Add On

I just purchased an international call add on for $15 but it turns out I am not able to make a call outside of my home country. Would it be possible to get a full refund or a bill credit as I am unable to use my add-on at all?

While a customer support agent might help, please remember that the offiical policy is all sales final and no refunds, so I wouldn't expect anything.
