My friend wants to login to his account, but can't get in due to it asking first for code to be sent to email. Then, once that goes thru, wants a 6 digit code from phone number, the number he is unable to use

your friend has active service with PM at this time? the code should sent to his number, what you meant by his number is unable to use? does he know his voicemail pin? he can click Didn't receive code and select send via voicemail, then wait an hour and call his number from another phone to retreive the voiemail
if that does not help , he can ask support to help. He can submit ticket by direct message:
