Apart from dealing with your wireless data, you can nix the notifications by turning off network notifications on the advanced WiFi settings menu.

have you had data before? usually data stops working it means that you have used it all up. does the data addon show in self serve?
if you are a new customer, first thing to check is APN Settings, second is that you have the data addon (n case it was not added properly.
