The above isn't correct.  Other than postal code, there is no address check.  The address in the Public Mobile account profile does not need to match that of the payment card's billing address.

you can try submit a ticket with agent but I don't think they can suggest much

I think to activate, I would really get a prepaid credit card and use it for activation.  Once activated, wait coupld days and try to add Visa debit again, or you can choose to use Voucher to pay

and the address on My Account you set the same as the address on credit card?

is that credit card issued by a Canadian bank ? You have another card to test?

or if you really need to activate, maybe get a Prepaid credit card from any store, then use that prepaid card to activate

No I picked the plan did the eSIM option went to put my payment method in and it says error try different paying method
