Hi I can’t login and finish my transfer to public mobile. I don’t have the app and I’m currently out of country can someone send me the QR code via my email?

the activation via app for eSIM is a step that you have to complete it yourself. Even you are overseas, as long as your App store still set to Canada, you can download the app, why you can't?
