To whom it may concern,
I have 2 PM accounts, $15 (10 minutes/250MB) and $40 (5GB/$30 for 8 months), and would like to close out the $15 account and port its number over to the $40 account. Please advise on the best method to do so.

No Canadian provider will allow porting number between accounts within one provider.
PM is no exception. You can swap number between PM accounts.
You need to port out the $15 plan number to another provider. Then, port it back to your $40 plan.
Your $15 plan will be cancel as soon as you port the number to another provider.
When you port your number back to the $40 plan, the $40 plan number will be gone.

Keep in mind that you should only use the above method if you don't care about the phone number that is currently attached to the $40 plan. When you port a number in to that account, the number that is already there will be lost.
