Did you try activating at https://activate.publicmobile.ca ?
If not, I recommend you do so... just follow the prompts and enter the info. Ask if you need any specific help.
If you are stuck, send a private message to @CS_Agent and they will help you set up the new line.

You need to setup the SIM card by activating it online. Go to the public mobile getting started section. You can follow the steps there.
