I’m trying to change plans, but when I click on the plan that I want, it says: Change failure, please try again. I keep trying but nothing happens?

Try using the PM app then go to Subscription>Manage Subscription>Change Subscription. It will list all plans you are eligible for. Not all plans are available if you plan to downgrade your plan. Only upgrading plan will be eligible for you.

If you're using the browser to log in, clear cache and cookies, then try again.
Either that, or use a completely different browser on a different device to log in.
If not, try accessing your account via the Public Mobile app to manage your self-serve account.
