I replaced my physical SIM with eSIM, and I want to reuse the old physical SIM for a new line, but it says SIM is already in use

yes, sim cards are one time use. It is only good for one activation and no longer useful after

so, for a new line, you need to buy a new Public Mobile physical sim card from Telus or Koodo or Mobile Klink Store, or from Amazon
