Been waiting for 7 hours and still no phone call or text working

Did you remove or delete your old sim card? Make sure Public Mobile is the only active sim. Check your SIM manager and turn on or enable.

I did and received a text from pm to restart my phone still not working

I presume you responded YES to the port authorization request from your prior provider within 90 minutes of getting that text.

Try rebooting device and resetting network connections.
