The sister in law has a Public Mobile phone plan that she believes costs her $25 a month, has unlimited voice and sms and 1 MB of data. She lives in Winnipeg and tells me she found the phone is not working when she came to our location near Kenora, ON. There is a Bell tower nearby. Any idea what the issue could be?
I saw a prior post talking about a basic $15 a month plan that was Manitoba only... and wonder if this $25 a month plan has the same limitations.

It should work. Your previous $15 plan was not limited to use while you were in Manitoba. A plan with only province-wide calling only means that outgoing calling calls can only be made to the same province that you're currently in. It could still be used while you're travelling to different provinces.

There was an update in the Manitoba area earlier this year, see this post:

Try one or more of the below network finicky fixes:
*turn off your phone, leave off for a minutes, then reboot
*removing your SIM for a few minutes, then reinserting it
*go into airplane mode for a few minutes, then going back to regular mode
*reset network settings
