My mom is with Public mobile and has 3 GB bonus data plan. She has a UMIDIGI A9 pro smartphone. She has trouble accessing data when turning on the mobile data icon. Could it be the cell phone model that the data does not work?

On the phone, see if you have something like:
Settings > Network > Internet & Mobile Network > Advanced Settings ? Access point name
or Search for APN, it will take you to the setting.
You can check the APN settings to see if they match these:

She had an older model phone before a DORO and did not work there.

Has data ever worked before on that phone?
Have you checked the account to see if data is still available?
It could also be the APN settings on the phone.
Also try switching her SIM card to another phone to see if data works there. If not, it could be a provisioning issue and that will need CS intervention.
