Make sure your profile info is up to date and correct. Make a manual top up payment and download the reciept. See if they will accept that otherwise you need a proper credit checked bills like home internet and/or TV, hydro, gas, water, federal or municipal taxes, tax returns, EI, social assistance, medical insurance/care card, court documents, immigration or citizenship documents or voter registration.

I would ask for it and give it to whoever and if they accept it then you're good. We know that it doesn't prove anything. But another entity might not know. They may simply need something for their records. Editing your name and address in the profile might come up with a different problem of this place...or not.
So ask for it, get it, submit it and if they take it then you're done. If they look at it and say we can't accept it then you make other arrangements.

The idea of a bill/receipt given being shown to the provincial driver's license agency is to prove residence. Unfortunmately, a Public Mobile receipt doesn't accomplish that. You'll need another way to provide that you reside in your province. You'll need something such a bank statement or a utility bill.

You will need to contact the CSA's but I think they mail them out not email them. As well I am not sure if a pre-paid phone receipt will work for verifying your address as PM doesn't verify the address you give when you sign up.
