my pack cylce expired and I dont have canadian credit card. If I have safficient balance in my account then Can I reactivate my plan ??

Once you add the sufficient balance, your plan will automatically renew.

I suppose you could also try buying a prepaid visa that is preloaded with canadian funds to avoid the problem in the future.

If you have sufficient balance in your account (either buying vouchers, online, etc), your plan should activate again.  Need to manually upload funds into account.
