I had trouble similar to you until I thought to use the Public Mobile app to update my payment card. That seemed to work better then if I used the web version. Give it a try.

many have problem with updating card, it is a common issue
if you can wait, wait 24 hours and try again using both My Account on the browser and the PM app
or you can pay by voucher first to resume service. Buy a voucher from Shoppers drug mart and load the voucher using My Account or *611
