If we are mistakenly overcharged more than the promised amount, or if we are charged twice by mistake, what are we supposed to do? Should we contact our credit card company or should we contact a moderator?

Over charged by public mobile side should be refunded by public mobile by contacting one of the MOD. Be prepared there is wait time now as its very busy to fix all the promotions related issue. @CS_Agent
Send them your account information that has double payments.
