Hello, I have a 2-part question: 1) is the OnePlus 5 is compatible on Public Mobile? It doesn't recognize the IMEI but I'm wondering if it can still work. 2) Is there a way to test it? I have a SIM card, just haven't activated it yet. Can I activate it to test it out, without paying the fees for a plan, in case it doesn't end up working?

Here are the frequencies used by PM/Telus: https://en.wikipedia.org/wiki/Telus_Mobility Check against your phone's specs.
Inserting an unactivated PM SIM shows No Service; if you see a message to enter a code it would mean the phone is locked to another carrier.

I have a OnePlus 5 and it is completely compatible with all PM/Telus network frequencies including 4G+/LTE advanced.

If it is compatible on http://willmyphonework.net/, it should work fine with Public Mobile. The imei checker is broken and not accurate.

the IMEI checker is outdate/unreliable. Use willmyphonework.net, it has an extensive list of phones, and shows if the phone is compatiable. Just be sure you know your phones model # as many devices have different model numbers for various regions
