I am unable to submit a ticket online to cancel my account, I have bought a phone plan + prepaid sim card. I have not yet activated it as I am getting a cheaper plan elsewhere. I want help cancelling so I don't get charged for something I'm not using

A refund is highly unlikely. Companies do not have give a refunds for customers who simply change their minds. The specific Public Mobile policies about this actually state that there will be no refunds.

you can ask to have payment card info scrubbed, just not sure if they'll grant you a refund...but you can ask.
