I want to move my PM cellular plan and current phone number from my old iphone 11 to my new iphone. How do I do this?

@chas It's worth noting that new iPhones no longer have SIM trays in most countries, including Canada, so OP here may be required to change from a physical SIM to an eSIM. If this is the case, just follow @hairbag1 's instructions - the fact that you're going from physical to ESIM doesn't change anything.

EZPZ...if using the old hard sim...just remove and install in your new cell. Should be good to go.
If using esim..download the mobile app to your new cell; log in to your Public Mobile acct and buy a new esim...but it'll end up being a free replacement esim.
If going from old hard sim to new esim; once you download the mobile app to your cell; log in to your account and buy a new esim. You'll hafta pay full price for a new esim this time.

You might have trouble getting 2FA code via text, click Didn't receive code or Resend code and then choose Send email or Send voice message to get the 2FA code via email or voicemail (you can call yourself from another phone to retrieve the 2FA voice message)
After you logged in the app, go to Account page and choose Buy sim card and select eSIM.
but if you cannot get the code, you will need to ask PM agent to help with login or maybe they can send you a new eSIM QR code directly
