Why wont Public Mobility let me access my account page. It keeps sending me back to the 6 digit code page.

Having same issue, not sending me my 6 digit code.

try login using browser with Incognito mode.
And try using the Public Mobile app. If you have been using it, please uninstall PM app first, reinstall after a device reboot
did you try login My Account using browser with Incognito mode?
