I read on MobileSyrup that Telus plans to launch PM as a SIM only carrier, so what's a SIM Only Plan

TELUS has already launched Public Mobile as a SIM only carrier, all physical locations were closed summer of last year and Public Mobile no longer sells any physical handsets.
