Is PM’s reduced speeds good enough for low resolution youtube videos?

just wondering how the speeds are once reduced.

the reduced speed is meant to be for basic internet service.  

video will be ok but you might see some buffering and you might not be able to stand it to much

yes, the reduced speed is 512Kbps.  It is not great, but good enough for low resolution video
