The port from Virgin Plus didn't complete. The phone still shows Virgin in Cellular settings. The phone cannot make outbound calls. Outbound calls fail immediately. Please check the port status. You may have to re-initiate the port. Please confirm the number is fully provisioned for outbound voice calls.

I have the issue resolved.

@AnnePenney yes, it is not physical sim so you need to disable it in the setting menu
Go to Settings > Cellular and disable the Virgin eSIM by toggle off Turn in this line ( do not delete it yet, just disable)
Then make sure PM eSIM is the only one enabled (toggle on Turn on this line) and set the label as Primary. After making the change, please Reset Network Settings after a device reboot once more time

I am still unable to place an outbound call after the Reset Network Settings

I performed a Reset Networks Settings. Virgin Plus still appears at the top of the screen when I go to Settings, Cellular, Primary.

I have an iPhone 15 which has an eSIM. I have rebooted my phone. The issue persists.

@AnnePenney did you remove the Virgin sim card or disable the Virgin eSIM?
Set PM sim as Primary and enabled and Reset Network Settings after a device reboot
If issue persists, ask PM agent to help
