Incoming calls

Ever since I updated my I Phone 13 a couple  months back, no one can call me except through WhatsApp. It goes straight to a message, which gives them an HB1 error. 
Does anyone know how to fix this? ...and yes, I've turned off my phone, put it on and off airplane mode, and reset network...

was this phone  ever used on another network? check to make sure this phone only has PM sim there.  If another provider sim is there, remove the physical sim or disable the eSIM

and check if PM sim is set as Primary.  It is not ok to leave it with other label.  Then Reboot phone and Reset network settings

if that does not work and if you have a physical sim, test the sim card on another phone
