I'm camping for the weekend in Ontario but we are close to the US border but are still in Canada. I cannot make any phone calls because it says I don't have this service .How can I fix this? I tried mannualy selecting Public Mobile but I still get that message. My text messages seem to going through to friends and family also in Canada and I'm are to use data. I'm worried I might get overages even thought I'm still in the country. Hope someone can help?

Have you tried calling with the 1-at the beginning? I would try it as it is impossible to get charged extra for long distance.

@joseemgagne, then it is definitely odd that you can use your data, but not make phone calls.
I don't think it would hurt to contact the moderators. Perhaps they can identify exactly where you are being picked up (tower wise), or how you have data but not phone service.
US roaming pack is still an option...

As for the calls, If you are being picked up by a US tower, there might not be anything you can do from your current location, short of purchasing a US roaming package.
EDIT: after OP added more details...
I don't think they are connected to a us tower because they said texts and data are working. That wouldn't be possible if they were on a us tower and dont have a us add on. Both data and texts are without provincial boundaries unlike provincial talk plans which is why that is the most likely reason for the problem
@jp2, I would agree. Except that @joseemgagne indicates that NO calls can be made. If it is a provincial vs Canada wide plan issue, local calls should be possible.
@joseemgagne, have you tried a local call? Can you please confirm your plan and home province.

Don't worry there aren't any overages because this is a prepaid service.
Are you from another province and have a plan with provincial only calling this would explain it?
