In case you were asking about your email on your Community Account (which is a separate account than your Self Serve)...then you can change your email connected to you Community Account yourself on top, right of the Community page under your Avatar.

Then go to "My Settings".

Yes, it's a system limitation.  If you need to change email address on your My Account, you need Mod assistace.

Not sure if it is a security measure.  In case you lost your credentials, someone else logon, they cannot just change the email quickly.  Yes, they able to see some of the information and still submit a change email request, but they might not be able to answer all the Mod validation question.
