Hi we received a message from public mobile that they're experiencing difficulties processing our request move to public mobile it wants us to go to public mobile. CA click contact us and complete the Sim and activation online form. Would that not have been done at the Walmart store as the phone was working when I left and received a welcome text from public mobile. We are trying to Port our landline from Bell over to the cell phone. we did request to Port the number and we were told that part was successful. We also changed the phone number of the cell. Any other suggestions? Message a moderator?

The person at Walmart cannot have told you if the number porting was succesful. That "successful" messages is not any indications of the porting being complete, but only just as a confirmation that Public Mobile has received your request and the phone number has been assigned to your account. However, number porting from a landline can take days to complete.
The text message that you received is actually Public Mobile's way of telling you that the process has actually completely failed and that the other carrier has rejected the request. You'll need to gather all the information about your landline account, and then provide that to the Public Mobile moderators by private message.

@Tkristjanson yes send a private message to moderator_team with your bell portiing info.
you might also get a call from the porting team to on your alternate number you provided when porting.
